Our Westchester plumbing service area, town by town

KBD Plumbing & Heating works out of Dobbs Ferry across ten towns in lower Westchester. Which one you are in changes who issues the permit and who owns the water main — so here is what we know about each, with a link to the office you would actually be dealing with.

Why the town matters

What changes across the Westchester plumbing service area

Plumbing itself does not change from one village to the next. Three things around it do, and all three can hold a job up if nobody checks them first.

Who issues the permit

Each village along the river runs its own building department, and a city runs its own. The same street name can fall on either side of a village line — and that decides which office the application goes to, and how long it takes.

Who owns the water main

The main under the street belongs to whoever supplies the water: a city or village water department in some places, a utility in others. The pipe from the main to your house is a separate question. In Yonkers and White Plains the property owner owns the entire water service line, all the way to its connection at the main, so a leak in that line under the sidewalk or street can still be the owner’s repair. Elsewhere in our Westchester plumbing service area, check with your water supplier.

What the houses are made of

A pre-war house above the Hudson and a 1960s split-level fail in completely different ways. Galvanized supply, cast iron waste stacks and lead bends all turn up here, and they decide whether a job is a repair or a replacement.

Every town in our Westchester plumbing service area, checked against that municipality’s own website in October 2026. Offices move and rules change, so treat the links as the source rather than this page.

Dobbs Ferry

10522 · Home base

Village, in the Town of Greenburgh

Plumbing permits are issued by the Village Building Department at 112 Main Street, and applications go in online through CitySquared.

Veolia works on the water mains here — a village main break is their call, not ours.

Hastings-on-Hudson

10706

Village, in the southwest of the Town of Greenburgh

The Village Building Department handles permits and inspections.

Sitting on the river opposite the Palisades, the older streets here run steeply down to the Hudson, which is why basement drainage and backflow come up so often.

Irvington

10533

Village, in the Town of Greenburgh

The Village Building Department issues building and construction permits and enforces the building, fire and zoning codes.

Irvington runs its own Village Water Department, so water service questions start there.

Ardsley

10502

Village in southern Westchester

Permits go through the Village.

Con Edison supplies the gas here, so a gas line that has been capped off waits on their restoration visit before anything is relit.

Tarrytown

10591

Village

Tarrytown takes permit applications through its own online permit portal.

The Village runs the water mains and posts its own shutdown notices.

Elmsford

10523

Village, roughly one square mile between White Plains and Tarrytown

A small village with a lot of commercial frontage on Route 119 — more of our work here is restaurants and shops than houses.

Greenburgh

10607

Town — the unincorporated areas outside the villages

If an address is not inside one of the villages, the Town of Greenburgh is the permitting authority, from Town Hall at 177 Hillside Avenue.

Worth checking before any work is scheduled: the same street name can fall either side of a village line, and that decides who issues the permit.

Yonkers

10701–10710

City, with its own building department

Yonkers is a city, so permits and inspections run through the City rather than a village office.

The housing is the oldest and densest we work in — two- and three-family houses, walk-ups and long cast iron stacks that have been patched more than once. The City puts the whole water service line on the property owner, all the way to its connection at the City's main, so a leak under the sidewalk or the street can still be the owner's to fix.

Scarsdale

10583

Coterminous Town/Village

Scarsdale is a town and a village at once, so there is a single Village office for permits.

Con Edison has been inspecting sewer laterals here alongside its gas transmission main work.

White Plains

10601–10607

City

Applications and permits go through the City of White Plains.

The most mixed stock we cover: pre-war houses on one street and large commercial buildings on the next, which changes the job completely. Under the City's water rules the homeowner owns the entire service line from the main to the meter, so a leak in that line under the street is not automatically the City's repair.
